Anti-Semitism on the Rise (in Europe)

The US State Department issued a report to Congress that outlines the increases in European anti-Semitism. The report blames the increase on both the influx of uneducated Muslims, and the extremist skinhead movement. It also deals with the issue of anti-Semitism in countries with no Jewish communities, such as Pakistan.

But this part of the USA Today article has my scratching my head (my emphasis).

In Europe and other regions of the world, many governments have become increasingly aware of anti-Semitism and have spoken against it. Countries such as France, Belgium and Germany have taken effective measures to combat anti-Semitism and have increased protection for Jewish communities and Jewish properties, the report said.
